今天(2月23日),是藏历绕迥2139水龙年“洛萨”(藏历新年)第二天,我想对上万名因朝佛“有罪”的藏人们,尤其是老人们,说一声“洛萨扎西德勒”(藏历新年吉祥如意)。虽然,正如一位藏人所说:“现在彼此问候不要再说‘扎西德勒’了,我们既不‘扎西’(吉祥)也不‘德勒’(如意),我们互相要关照的是‘瑟瑟其’(多加小心)。”


Today (February 23) is the second day of Losar (Tibetan New Year) in the Tibetan rab-byung year 2139, the Water-Dragon Year. I’d like to say “Losar Tashi Delek” (“An Auspicious and Satisfying Tibetan New Year!”) to the up to 10,000 Tibetans, in particular the elderly among them, who’ve been made criminals for the act of going on a Buddhist pilgrimage. However, as was said best by one Tibetan: “Now when we greet each other we shouldn’t say ‘Losar Tashi Delek’ again: we have no ‘tashi’ (‘auspiciousness’) and no ‘delek’ (‘satisfaction’). We care for each other with a gzeb-gzeb-byos (‘be very careful’).”

今年1月1日-10日,在印度佛教圣地菩提迦耶成佛圣地金刚座,尊者达赖喇嘛举办第32届时轮金刚灌顶法会,全世界佛教弟子约50万人参加。其中,从境内各藏地去的藏人信众约有上万,从中国各地去的汉人等信众约有上千。

This year, from January 1-10, at the Indian Buddhist holy site of Bodhgaya, the sacred place of Vajrasana where Buddha attained enlightenment, His Holiness the Dalai Lama presided over the 32nd Kalacakra Initiation. Approximately 500,000 Buddhists from all over the world participated, among them upwards of 10,000 Tibetan believers from all of the regions within Tibet as well as upwards of 1,000 Chinese and other believers from all over China.
ལོ་འདིའི་སྤྱི་ཟླ་དང་པོའི་ཚེས་པ་ ༡ ནས་ ༡༠ བར་དུ་རྒྱ་གར་གྱི་ནང་པའི་གནས་ཆེན་ སངས་རྒྱས་བཅོམ་ལྡན་འདས་སངས་རྒྱས་སའི་གནས་མཆོག་རྡོ་རྗེ་གདན་དུ་༧རྒྱལ་བ་རིན་པོ་ཆེས་དུས་འཁོར་དབང་ཆེན་ཐེངས་ ༣༢ པ་དེ་བསྩལ་པ་རེད། འཛམ་གླིང་ཁྱོན་ནས་ཧ་ལམ་ནང་པ་འབུམ་ ༥ ཙམ་གསུང་ཆོས་ཞུ་བར་བཅར་ཡོད་ལ། བོད་ཀྱི་ས་ཁུལ་གང་ས་ནས་བོད་མི་ཆོས་ཞུ་བ་ཁྲི་གཅིག་མ་ཟིན་ཙམ་དང་། རྒྱ་ནག་ནང་ཁུལ་གྱི་ས་ཆ་གང་ནས་རྒྱ་མིའམ་དེ་མིན་གྱི་ཆོས་ཞུ་བ་སྟོང་གཅིག་མ་ཟིན་ཙམ་ཆོས་ཞུར་བཅར་ཡོད།


藏地申请护照从来都很困难,2008年因为遍及全藏地的抗议,甚至停办了护照。而这两年,如拉萨,当局对老人开恩,同意给60岁以上申请护照的老人办护照,所以这次去菩提迦耶参加法会的境内藏人以老人众多,都渴望在人生的晚年见到根本上师的圣颜,得到根本上师的加持。而根本上师,正是流亡他国53年的尊者达赖喇嘛。

It’s always been very difficult to apply for a passport in Tibetan areas and in 2008, due to the protests that enveloped all of the Tibetan regions, it got to the point where a halt was imposed on the processing of passports. Over the last two years the authorities, as happened in Lhasa, have shown some kindness to the elderly and agreed to process passports for applicants 60 years of age or older. Thus, among those from inside Tibet who travelled to Bodhgaya to attend the initiation there were a lot of elderly people, all of them yearning for a glimpse of their root guru’s face in their remaining years; for darshan of their root guru. And their root guru is none other than His Holiness the Dalai Lama, who has been in exile for 53 years.

རྒྱུན་ལྡན་ནས་བོད་ཀྱི་ས་ཁུལ་ཏུ་ཕྱིར་བསྐྱོད་ལག་འཁྱེར་ཞུ་རྒྱུ་ནི་ཧ་ཅང་དཀའ་བ་ཞིག་ཡིན་ལ། ༢༠༠༨ ལོར་བོད་ཀྱི་ས་ཁུལ་ཁག་ཏུ་ངོ་རྒོལ་བྱུང་བའི་རྐྱེན་བྱས་ཏེ། ཕྱིར་བསྐྱོད་ལག་འཁྱེར་ཞུ་སྟེར་བྱེད་པ་ནི་ཧ་ལམ་མཚམས་འཇོག་བྱས་པའི་ཚོད་ལ་སླེབས་ཡོད། འདས་པའི་ལོ་ངོ་གཉིས་ཙམ་ལྷག་གི་རིང་ལ་ལྷ་སའི་ནང་བྱུང་བ་ཇི་བཞིན་གཞུང་འཛིན་པ་དག་གིས་ལོ་ན་ ༦༠ དང་དེ་ཡན་གྱི་རྒན་རྒོན་རྣམས་ལ་བཟང་པོའི་རྣམ་འགྱུར་བསྟན་ནས་ཕྱིར་བསྐྱོད་ལག་འཁྱེར་སྟེར་རྒྱུའི་མོས་མཐུན་བྱས་པ་རེད། དེར་བརྟེན་བོད་ནང་ནས་རྡོ་རྗེ་གདན་དུ་དུས་འཁོར་དབང་ཆེན་ཞུ་བར་ཕེབས་མཁན་གྱི་ཁྲོད་དུ་རྒན་རྒོན་ཧ་ཅང་མང་པོ་ཡོད་རེད་ལ། དེ་ཚོ་ཚང་མ་ཡང་རང་རང་གི་ཚེའི་ལྷག་མ་འདིའི་རིང་ལ་རང་གི་རྩ་བའི་བླ་མའི་ཞལ་རས་འཁྱུག་ཙམ་མཇལ་རྒྱུ་ལ་རེ་ལྟོས་ཆེན་པོ་བྱེད་ཀྱི་ཡོད་པ་རེད། ཁོང་ཚོའི་རྩ་བའི་བླ་མ་ནི་ལོ་ ༥༣ རིང་བཙན་བྱོལ་དུ་བཞུགས་པའི་༧རྒྱལ་བ་རིན་པོ་ཆེ་ལས་གཞན་སུ་ཡང་མ་རེད།


法会结束后,境内的信众纷纷启程返回自己在境内藏地的家。他们费尽辛苦才拿到护照,一路颠沛,终于在圣地获得了佛法甘露的滋养,度过了幸福而短暂的光阴,却没想到会被“秋后算帐”,由此开始了身心被折磨的经历。
When the initiation was concluded the faithful from inside Tibet dispersed and set out on the return journey to their homes there. They had worn themselves out just to get passports and their route had been plagued with hardship, until finally they obtained the nourishing nectar of the buddhadharma at the holy site. They had a brief moment of happiness, never imagining that there would be a later “settling of scores;” that this would set in motion an experience of mental and physical torment.
དུས་འཁོར་དབང་ཆེན་གྲུབ་པ་དང་། བོད་ནས་ཕེབས་པའི་དད་ལྡན་མང་ཚོགས་རྣམས་དེ་ནས་གྱེས་ཏེ་སླར་རང་གི་ཕ་ཡུལ་ལ་ལོག་ཕེབས་ཡོད་པ་རེད། ཁོང་ཚོས་ གནས་མཆོག་རྡོ་རྗེ་གདན་དུ་ཆོས་ཀྱི་བདུད་རྩི་མ་ཐོབ་པ་དེ་སྲིད་དུ་ ཕྱིར་བསྐྱོད་ལག་འཁྱེར་ཞུ་རྒྱུའི་དཀའ་ལས་མྱངས་པ་དང་། དེ་བཞིན་འགྲུལ་བཞུད་ཀྱི་ལམ་ཁ་དེ་ཡང་དཀའ་སྡུག་གིས་ཁེངས་ཡོད། ཁོང་ཚོས་དུས་ཡུན་གཅིག་གི་རིང་བདེ་སྐྱིད་ལ་རོལ་ཡོད་ཅིང་། ཕྱིས་སུ་ལུས་སེམས་གཉིས་ཀར་ དཀའ་རྙོག་སྣེ་མང་ཞིག་བརྒྱུད་ནས་མནར་གཅོད་མྱོང་དགོས་པ་དེ་སེམས་ལའང་འཁོར་གི་མེད།

先是从尼泊尔进入藏地时,无论在几个机场,还是在樟木口岸,他们都受到中国军警的盘问和搜查,所带的佛事用品如经书等、所买的礼物如藏药等,一概都被没收。
First, when they returned via Nepal, whether they arrived at one of several airports or at the border crossing point of Dram, they were all interrogated and searched by Chinese military and police. Buddhist ritual objects, such as scriptures, etc., that they were carrying with them as well as presents that they’d bought, such as Tibetan medicines, etc., were all indiscriminately confiscated.

ཐོག་མར་ཁོང་ཚོ་བལ་ཡུལ་བརྒྱུད་ནས་གནམ་ཐང་གང་རུང་ཞིག་དང་ཡང་ན་འགྲམ་གྱི་འགག་སྒོ་བཅས་ལ་འབྱོར་སྐབས་རྒྱ་མིའི་དམག་མི་དང་ཉེན་རྟོག་པས་སྔོག་བཤེར་དང་འདྲི་བརྩད་བྱས་ཡོད། ཁོང་ཚོས་འཁྱེར་ཡོང་བའི་ནང་པའི་སྐུ་རྟེན་དཔེར་ན་སྐུ་འདྲ་ལྟ་བུ་དང་། དེ་བཞིན་ཁོང་ཚོས་ལག་རྟགས་སུ་ཉོས་པའི་ལེགས་སྐྱེས་དཔེར་ན་བོད་སྨན་ལྟ་བུ་རྣམས་ཚང་མ་གང་བྱུང་དུ་འཕྲོག་བཅོམ་བྱས་པ་རེད།


据了解,许多家在安多和康的藏人信众集体被带往拉萨,统一由火车沿青藏铁路送回各自所在地区。之后,每人须由当地的两名干部做担保,方可回到自己家中。也有最近从印度、尼泊尔返回的安多和康的藏人信众,被统一管理,先送到日喀则去接受七天的“教育”,然后会被统一送回。
It is understood that many of the faithful whose homes were in Amdo and Khams were taken as a group to Lhasa and sent together via the Qinghai-Tibet Railway to their individual regions. Afterwards each individual had to be vouched for by two cadres in their home areas. Only then could they return to their own families. In addition, the faithful from Amdo and Khams who have returned most recently from India and Nepal were placed under uniform supervision and sent to Shigatse to receive 7 days of “education.” Afterwards they were sent back home together.
ཁམས་དང་ཨ་མདོ་ནས་ཡིན་པའི་དད་ལྡན་ཆོས་ཞུ་བ་མང་པོ་ཞིག་སྐོར་ཁག་བྱས་ཏེ་ལྷ་སར་འཁྱེར་ཞིང་དེ་ནས་མཚོ་བོད་ལྕགས་ལམ་བརྒྱུད་ལྷན་ཅིག་ཏུ་རང་རང་གི་ཡུལ་ལ་བཏང་འདུག དེའི་རྗེས་ལ་མི་རེ་རེ་ནས་རང་རང་གི་ས་གནས་ལས་བྱེད་གཉིས་ཀྱིས་དག་སྐྱེལ་བྱས་རྗེས་གཞི་ནས་རང་རང་གི་ཁྱིམ་ལ་ལོག་བཅུག་ཡོད་པ་རེད། དེ་ཙམ་དུ་མ་ཟད། ཉེ་ཆར་རྒྱ་གར་དང་བལ་ཡུལ་ནས་ལོག་ཡོང་བའི་ཨ་མདོ་དང་ཁམས་ཀྱི་དད་ལྡན་རྣམས་སྒྲིག་ཆས་ཅན་གྱི་ལྟ་རྟོག་འོག་བཞག་ནས་གཞིས་ཀ་རྩེར་བཏང་ཞིང་། དེར་ཉིན་བདུན་རིང་ སློབ་གསོ་སྤྲད་ཡོད་འདུག དེའི་རྗེས་ནས་སོ་སོའི་ཁྱིམ་ལ་ལྷན་གཅིག་ཏུ་བཏང་འདུག

而拉萨,凡是去参加法会的藏人则遇到更大的麻烦。绝大多数是老人,有退休干部,也有城镇居民、城郊农民。也有中年人和年轻人。他们先是被所在居委会或所在单位,联合所属派出所一起传唤。每个人都被居委会或单位的工作人员与公安警察共同盘问,主要问题包括:在时轮金刚灌顶法会上见到了哪些人?达赖喇嘛、桑东仁波切、新当选的噶伦赤巴究竟说了什么?在法会上碰到了哪些从这边去的人?给法会和达赖喇嘛等仁波切供养了数额多少的钱?等等。
And Lhasa: any Tibetans who attended the initiation encountered even bigger troubles. Of these, the overwhelming majority was elderly: retired cadres as well as urban residents and farmers from the outskirts of the city. And there were also middle-aged and young people. First they were summoned by their local neighborhood committees or work units jointly with the relevant police station. Every person was interrogated by staff people from the neighborhood committees or work units together with Public Security Bureau police. The important questions included: Whom did you see at the Kalacakra Inititation? What did the Dalai Lama, Samdhong Rinpoche, and the newly-elected Kalon Tripa say exactly? Which people from here did you run into at the inititation? How much money did you give in offerings for the inititation, to the Dalai Lama and other rinpoches? Etc., etc.
ལྷ་ས་རུ་དུས་འཁོར་དབང་ཆེན་ལ་བཅར་མཁན་གྱི་བོད་མི་རྣམས་ལ་དེ་ལས་ཆེ་བའི་རྙོག་དྲ་འཕྲད་འདུག འདིའི་གྲས་ཀྱི་མང་ཆེ་བ་ཞིག་ནི་རྒན་རྒོན་རེད་ལ། གཞུང་ཞབས་བགྲེས་ཡོལ་དང་དེ་བཞིན་གྲོང་ཁྱེར་ལ་སྡོད་མཁན། ཡང་གྲོང་ཁྱེར་ཉེ་འཁོར་ན་ཡོད་པའི་ཞིང་པ་རྣམས་རེད། ད་དུང་དར་མ་དང་ལོ་ཆུང་དེ་འདྲ་ཡང་འདུག ཐོག་མར་ཁོང་ཚོ་རང་རང་གི་གྲོང་སྡེ་ལས་ཁུངས་དང་ཡང་ན་འབྲེལ་ཡོད་ཉེན་རྟོག་ལས་ཁུངས་ཀྱིས་མཉམ་འབྲེལ་བྱས་པའི་ལས་དོན་རུ་ཁག་དག་གང་རུང་ཞིག་གིས་འབོད་འགུག་བྱས་ཤིང་། མི་རེ་རེ་བཞིན་ཉེན་རྟོག་ལས་ཁུངས་དང་མཉམ་འབྲེལ་བྱས་པའི་ལས་དོན་རུ་ཁག་གམ་ཡང་ན་གྲོང་སྡེ་ལས་ཁུངས་ཀྱི་ལས་བྱེད་ཅིག་གིས་འདྲི་བརྩད་བྱས། དྲི་བ་གལ་ཆེན་དེ་དག་གི་ཁྲོད་དུ། དུས་འཁོར་དབང་ཆེན་གྱི་སྐབས་སུ་སུ་མཐོང་བྱུང་། ༧རྒྱལ་བ་རིན་པོ་ཆེ་དང་ཡང་ན་ཟམ་གདོང་རིན་པོ་ཆེ། བཀའ་བློན་ཁྲི་པ་གསར་པ་བཅས་ཀྱིས་ཏག་ཏག་ག་རེ་ལབ་གི་འདུག ས་ཁུལ་འདི་ནས་ཡིན་པའི་མི་སུ་འདྲ་ཞིག་ལ་དུས་འཁོར་དབང་ཆེན་སྐབས་ཐུག་བྱུང་། ༧རྒྱལ་བ་རིན་པོ་ཆེ་དང་དེ་མིན་གྱི་བླ་མ་ཁག་ལ་མཆོད་འབུལ་མཚོན་དོད་དུ་སྒོར་མོ་ག་ཚོད་སྤྲད་པ་ཡིན། དེ་ལ་སོགས་པ་རེད།

刚开始只是单独传唤,时间也不算长,据说有的居委会或单位派来谈话的人态度还算好,有的人态度很差,直接训斥:“你们这些人,吃这边的饭,脑袋却放到那边,有什么意思!”
At the beginning they were summoned individually and the time involved was not considered particularly long. It’s said that some of the people sent to talk to them by neighborhood committees and work units had OK attitudes, while some had poor ones and directly scolded them: “You people! You eat our food, but you lay your heads down on the other side! What’s the idea behind that?”
ཐོག་མའི་སྐབས་སུ་ཁོང་ཚོ་མི་རེ་ངོ་རེ་ནས་འབོད་འགུག་བྱས་ཤིང་། དེའི་དུས་ཡུན་ཡང་དམིགས་བསལ་གྱིས་རིང་པོ་དེ་འདྲ་ཡང་མིན་པ་འདྲ། གོ་ཐོས་ལ་གྲོང་སྡེ་ལས་ཁུངས་དང་ཡང་ན་ལས་དོན་རུ་ཁག་གིས་བཏང་བའི་མི་ཁ་ཤས་ཀྱི་རྣམ་འགྱུར་ནི་འགྲིག་ཙམ་ཡིན་པ་དང་། མི་ཁག་གཅིག་གི་རྣམ་འགྱུར་ནི་ཧ་ཅང་སྐྱོ་པོ་དང་དེ་ཡང་གདོང་ལ་བལྟས་ནས་གཤེ་གཤེ་གཏོང་བ་དཔེར་ན། ཁྱེད་རང་ཚོ་མི་འདི་དག ཁྱེད་རང་ཚོས་ང་ཚོའི་ལྟོ་ཟས། ཡིན་ན་ཡང་། ཁྱེད་རང་ཚོའི་རང་གི་མགོ་དེ་ཕྱོགས་གཞན་དེ་ལ་བསྙལ། འདིའི་རྒྱབ་ལོགས་ཀྱི་འཆར་གཞི་ག་རེ་ཡོད།

据了解,所有从印度朝佛归来且被“喝茶”的藏人都被没收了护照。
It’s understood that those who returned from the Buddhist pilgrimage in India and were “invited to have tea”—i.e., summoned—have all had their passports confiscated.
རྒྱ་གར་ལ་ནང་པའི་གནས་སྐོར་ལ་ཕྱིན་ནས་ལོག་མཁན་དང་དེ་ནས་ གསོལ་ཇ་ལ་གདན་དྲངས་པའི་མི་དེ་ཚོ་ཚང་མའི་ཕྱིར་བསྐྱོད་ལག་འཁྱེར་རྣམས་གཞུང་བཞེས་བཏང་ཡོད་འདུག

许多人都以为护照被没收,厄运也就可能结束了,但没想到更大的噩梦在后头。大概从2月初开始,在拉萨,绝大多数参加过法会的藏人,都被找上门的警察带走,声称是送去“学习班”接受教育。甚至年过八旬的老人也被带走。而且一直是陆陆续续地有人被带走,据说是因为被“供出来”了。这让人忧心忡忡,不知道“学习班”采取了什么样的方式,又是怎么让人“供出来”的?
Many people thought that with the passports confiscated, the torment might come to an end. But they didn’t imagine the larger nightmare lying in wait for them. From about the beginning of February a large majority of the Tibetans in Lhasa who had attended the initiation were all sought out by police who came to their doors and took them away, claiming that they were being sent to “study groups” or “to receive education.” Even old people over 80 years of age were taken away. Moreover, they were taken away continuously, one after another, it being said that their names were coming up “in confessions.” This brought about panic and anxiety. No one knew what methods the “study groups” were using; how did they get people to “confess”?

In Lhasa an old lady over 80 was put in together with Amala to study. At the Kirey police station alone they sent out three minibuses yesterday afternoon. It’s said that the time period will be twenty days. I understand the sensitivity and pressure regarding preserving stability in Tibet. I just hope they don’t mistreat, beat or abuse these old people who believe in Buddhism. Amala’s doesn’t really understand Chinese and she can’t read it. I hope she just has to attend classes and study provisions of the state’s laws on nationality policy.

依据以上微博,依据诸多可靠消息,这种“学习班”仅在拉萨就至少设了七八个点。有的设在军营,如拉萨西郊的边防教导大队;有的设在单位,如拉萨西郊位于哲蚌寺下面的城关区教师培训中心;有的设在宾馆,如色拉路上和江苏路上的宾馆;有的甚至设在关押政治犯的曲水县和近郊的堆龙德庆县。据悉,可能有上千名去参加法会的藏人被关进了“学习班”,给所在家庭及邻里亲友带来巨大的精神压力和深深的恐惧。而这只是拉萨市的情况,西藏自治区其他地区的情况还不详,分布在甘肃省、青海省、四川省和云南省藏区的情况还不详。

Based on the Weibo posts above and based on reliable information, at least seven or eight of these “study groups” have been set up in Lhasa alone. Some have been set up in military barracks, such as the barracks for the border defense instructional team in the western suburbs of Lhasa. Some have been set up at work units, such as the Chengguanqu Teacher’s Training Center below Drepung Monastery in Lhasa’s western suburbs. Some have been set up in hotels, such as those on Sera Road and Jiangsu Road. Some have even been set up in Chushul County and Toelung Dechen County, where political prisoners are confined. It’s reported that there may be up to a thousand Tibetans who attended the initiation now shut up in “study groups.” This exerts tremendous pressure upon the emotions of their families and their neighbors as well as causing them deep fears. And this is the situation in Lhasa alone. The situation in other parts of the TAR is still unclear. And the situation in the Tibetan areas spread over the provinces of Gansu, Qinghai, Sichuan and Yunnan is also still unclear.

而“学习”时间说法不一,有说是二十天,有说是直到3月底或4月初,有说是两三个月。之所以需要“学习”这么长时间,难道是与西藏最敏感的时段——3月——有关吗?可是这么做,是要避开敏感的3月,还是有意要让敏感的3月出事呢?正如藏人网友所说:“这样维稳,只能适得其反”。

据悉,这种“学习”完全是封闭式的,起先禁止家人探访,不准送衣物、食物,也不准带手机。前不久可能是因为被外媒曝光、引发关注,开始同意家人送衣物和食物。有的“学习班”允许相互见面,有的“学习班”不准相互见面。各“学习班”的待遇也不同,有的“学习班”是一个房间里住十多个老人,分上下铺。

据悉,“学习班”所要“学习”的内容,包括“爱国主义教育”、“法制教育”、国家的宗教政策等等,甚至放映1960年代的宣传片《农奴》以及揭露“旧西藏”的黑暗、歌颂“新西藏”的幸福等诸多“忆苦思甜”的影片,同时还要求求人人过关,当众,汇报“学习”心得,交代思想感受,新旧对比,“忆苦思甜”,“感谢党恩”。最主要的是被反复问话。如此“学习”,让许多经历过“文化大革命”等政治运动的老人们不堪承受,甚至患病。由于患病老人渐多,可能恐发生意外,“学习班”批准患病老人住院治疗,但也只能在西藏军区总医院、公安医院治疗,病房外有便衣看守。不过允许亲友探访、允许家人陪住。听说已经有病重老人因心情不好而去世。

But they are only allowed to be treated in the Tibet Military District General Hospital or the Public Security Bureau Hospital, where plainclothes personnel keep watch outside the wards. However, visits from friends and relatives are permitted and family members are allowed to stay over. I have heard that one seriously ill elderly person has already died as a result of being reduced to a depressed mental state.

The lawyer replied “All of this constitutes illegal detention; it shows complete disregard for any laws.” I asked what could be done. I hope that they’ll be released quickly and at the earliest opportunity.” He added “The Communist Party has smart and brave words, it should reconcile with the people and forget hatreds; but it needs to give the people a guarantee, that it will respect the very constitution that it drew up itself.”

最新得到的消息是,鉴于藏历新年“洛萨”来临,拉萨上千名被关进“学习班”的老人终于有了“感谢党恩”的机会,凡是65岁以上的老人,放假7天,允许他(他)们暂时离开“学习班”,回家与亲人一起过藏历新年。而这只能是非党员,所有共产党员必须留在学习班里。然而,之所以突发“善心”,只不过是为了制造藏人“欢度藏历新年”的假象,以应对境内外藏人为纪念23位自焚藏人,而不过藏历新年的呼吁。

然而这样的“善心”是否有用呢?“放假”当天,有藏人网友在推特上说:“这次当局惹怒的不只是普通老百姓,还有平时当局信任的那些也多少受影响,今天看到很多干部模样的人也在接他们的亲戚,除了在场的军警很严肃,工作人员都表现得超级的好。”从偷拍的现场照片上,看到“学习班”的门外有军警看守,院子里挂着红标语,用藏汉两种文字写着:“加强学习,提高认识”,“没有中国共产党……”由于此“善心”是按年龄来分配的,所以有的双双关进“学习班”的夫妇,丈夫被“放假”回家,妻子还留在“学习班”里,因为妻子是共产党员。


But is this sort of “benevolence” practical? On “vacation” day an online Tibetan friend wrote on Twitter “This time the authorities didn’t just provoke the anger of ordinary people; there are also many of those whom the authorities ordinarily trust who have also been affected. Today I saw a lot of people who looked like cadres also coming to pick up their relatives. Except for the military and police on the scene, who remained very serious, the staff personnel inside seemed exceedingly happy.” From photos that were surreptitiously taken at the scene one can see the military and police keeping watch outside the gate of a “study group.” Inside the compound is a red banner on which is written, in both Tibetan and Chinese, “strengthen study, enhance knowledge,” and “without the Chinese Communist Party…” Because the “benevolence” has been distributed on the basis of age there are couples in which husband and wife have both been sent to “study groups” but the husband has been given a “vacation” to return home while the wife is held in the “study group,” in some cases because she’s a Communist Party member too.

藏历新年的第一天,一条新浪微博这样写到:“从菩提迦耶朝佛回来的阿妈啦,能在集中两三个月的学习计划中,获得七天的假期回家过藏历年,确实应该感谢西藏自治区政府的开明。愿这份开明和善意,回向普天下的众生,以此藏历年为契机,希望大家皆能离苦得乐,获得永远的健康和富足,获得永远的快乐和喜悦!”其中“感谢……开明”的话,读来感觉深含讥讽与辛酸。
On the first day of the Tibetan New Year a post on Sina Weibo read “Amala, who has returned from pilgrimage to Bodhgaya, got 7 days of vacation from the 2-3 month study program to return home and celebrate the Tibetan New Year, and for that we should really thank the government of the Tibet Autonomous Region for its enlightened attitude. I hope this measure of enlightenment and goodwill may be directed at all the multitudes under heaven; that this Tibetan New Year may be a turning point. I hope that one and all will be able to leave misery behind and attain happiness; that they’ll attain everlasting health and abundance; that they’ll find everlasting happiness and joy.” Reading the words about “thank… for its enlightened attitude” I feel the mockery and bitterness under the surface.
